PayPal in Pakistan: Is It Available in 2026?

PayPal in Pakistan is still not available in 2026. As of September 2026, you cannot open a PayPal account while living in Pakistan. PayPal’s own country list still does not include Pakistan, and there is no confirmed launch date.

That does not mean foreign money cannot reach you. Xoom, which is owned by PayPal, can send personal transfers to Pakistani bank accounts, Easypaisa and JazzCash. But Xoom is for family remittances, not for customer invoices. If you run a business and a foreign customer says “just send me a PayPal link”, you need another route. This guide covers what works, what does not and why the “PayPal is coming” news keeps fooling people.

Does PayPal work in Pakistan right now?

PayPal does not offer accounts to people who live in Pakistan. A few related points that cause confusion:

  • Xoom works for personal transfers. The sender sets it up abroad and you receive rupees in a bank account, Easypaisa or JazzCash. It does not give you a PayPal account.
  • Payoneer’s PayPal option excludes Pakistan. Payoneer lets some countries receive PayPal-funded payment requests, but its own receiver guide lists Pakistan and Bangladesh as excluded.
  • A Pakistani citizen living abroad is a different case. If you live in a country where PayPal operates, you apply there with your real residence and documents. Nationality and residence are not the same question.

Any tutorial that shows you picking “UK” or “US” during signup is showing you that country’s flow. It is not a Pakistan launch.

Why you keep seeing “PayPal is coming to Pakistan”

Almost every headline since 2019 describes talks, pilots or third-party arrangements, not Pakistani PayPal accounts.

Date What was reported What it meant for you
Feb 2019 The finance minister said the government was pursuing PayPal’s entry PayPal had not committed to anything
Jan 2024 The IT minister described a PayPal-related remittance arrangement through a third party He said PayPal itself was not coming
Mar 2024 Headlines said PayPal remittances would start that month The plan was a three-party payment route, not a Pakistani PayPal wallet
Sep 2026 PayPal’s country list and Payoneer’s receiver rules still exclude Pakistan No local signup, no PayPal-funded Payoneer requests

If you read a headline with “PayPal” in it, check two things: does it say people living in Pakistan can open an account, and is there a date? If either answer is no, nothing has changed for you.

Which bank supports PayPal in Pakistan?

None, because banks are not the blocker. The restriction is on opening the PayPal account itself. Linking a Pakistani bank or debit card only becomes possible after the account exists, so the question of which bank to use does not arise yet.

Can you open PayPal with a foreign address?

People try this with a relative’s address in the UK or US. It is risky, and for a business it is a bad idea. PayPal’s terms require accurate residence and account information, and when it asks you to prove where you live, you may not have matching documents. In that case your balance can be held, in some cases for up to 180 days, and longer when legal reasons apply.

A business that depends on one account for customer payments should not be built on a setup that can freeze. We are not giving legal advice on the Pakistani side of this, so check with an accountant before using any foreign-registered account.

How a Pakistani business can get paid by foreign customers without PayPal

The right option depends on how your customers pay you.

1. Bank transfer into a USD account. For B2B clients and agencies, this is the simplest route. The client pays from their bank and you receive it in Pakistan. Check the incoming fee, the exchange rate your bank applies and how long the money takes, because those three numbers decide how much of the invoice you actually keep.

2. Payoneer. Works for marketplace payouts and for clients who pay by bank transfer or card, but not for PayPal-funded requests. Payoneer has also announced a Checkout product built with Stripe for merchants in Pakistan and other Asia Pacific markets. Confirm whether it is open to your business type before planning around it. Check Payoneer’s current pricing page, because withdrawal fees vary by country and change.

3. A foreign-registered company with Stripe. Some Pakistani founders register a UK or US company to open Stripe. Whether Stripe supports Pakistan-registered businesses directly is reported inconsistently across sources, which we cover separately in our Stripe in Pakistan guide. This route adds company registration costs, a foreign bank account and tax and compliance duties, so it makes sense only above a certain volume.

4. A local gateway plus a USD invoice for large clients. If most of your customers are in Pakistan and only a few are international, do not rebuild your checkout for the few. Use a local gateway for domestic orders see our payment gateway comparison and invoice the foreign clients by bank transfer.

None of these gives you a “PayPal button”. If your website needs to accept international card payments at checkout, that is a different problem and it needs a different setup.

If you only want to pay international websites

Many people search “how to use PayPal in Pakistan” because they want to buy software or subscriptions abroad, not receive money. For that, a virtual USD card from a Pakistani fintech app is the usual workaround. Cards that work for normal international payments can still get declined on certain trials and promotions, so keep a second card as a backup.

For freelancers

If your income comes from marketplaces, use the marketplace’s local payout option or a USD account. Ask your bank about a PRC (Proceeds Realization Certificate) when you receive IT-service income, because it can matter for tax. Rules on this change, so confirm with your bank or accountant.

Frequently asked questions

Q1. Is PayPal available in Pakistan today?

No. Pakistan was still missing from PayPal’s country list in September 2026. Xoom personal remittances are separate and do work.

Q2. Is PayPal coming to Pakistan in 2026?

There is no confirmed date. The headlines since 2019 describe talks and third-party schemes, not a Pakistani PayPal signup.

Q3. Can I use Payoneer to receive PayPal payments in Pakistan?

No. Payoneer excludes Pakistan-registered accounts from PayPal-funded payment requests. Its bank, card and marketplace payment methods are separate options.

Q4. Does Xoom mean PayPal has launched in Pakistan?

No. Xoom sends personal money to Pakistan. It does not give you a PayPal account or a way to invoice customers.

Q5. What is the best alternative to PayPal in Pakistan?

It depends on who pays you. For direct B2B clients a bank transfer to a USD account is simplest. For marketplace income use the platform’s payout. For website checkout from foreign cards you need a gateway route, covered above.

Q6. Should I wait for PayPal to launch?

No. There is no date, so set up a working payment route now and treat PayPal as a bonus if it ever arrives.

How we checked this

We checked PayPal’s country selector, Payoneer’s receiver rules and news reports on 19 October 2026. Rules, fees and availability change often, so verify the current status on PayPal and Payoneer before you rely on any route.
