NTN Registration for Online Business in Pakistan: Steps and What It Saves You in 2026

NTN registration for online business in Pakistan takes about 15 minutes on the FBR’s IRIS portal and costs nothing. In 2026 it also changes how much tax gets deducted from your sales. Under the Finance Act 2026, sellers who are not on the Active Taxpayer List (ATL) have double the tax withheld on online platform payments compared to sellers who are.

If you sell through Instagram, WhatsApp, Daraz or your own store, this guide covers the exact IRIS steps, the documents, the rates and the one mistake that leaves registered sellers paying the higher rate anyway.

The short answer

  • Do you need an NTN? If you want the lower withholding rate on your online sales, yes. You need an NTN and you need to file an income tax return, because the return is what puts you on the ATL.
  • Cost: registration with FBR is free.
  • Sole proprietors: your CNIC is your NTN. You do not need to form a company first.
  • Companies and partnerships: a separate 7-digit NTN, issued after incorporation or registration.

What changed for NTN registration for online business sellers in 2026

The Finance Act 2026, effective 1 July 2026, added a withholding tax on payments to online sellers under Section 153(2A). The payment intermediary handling the payment, such as a bank or payment gateway, deducts it from the gross amount. Non-filers pay a 100% surcharge on top, which is how the rate doubles.

Payment Method ATL (Active Taxpayer List) Not on ATL
Digital or banking channel 1% 2%
Cash on delivery through an online platform 2% 4%

Here is what that means for every Rs 1,000,000 of sales:

Payment Type Withheld if on the ATL Withheld if not on the ATL Extra Cost of Being Off the List
Digital Rs 10,000 Rs 20,000 Rs 10,000
Cash on delivery Rs 20,000 Rs 40,000 Rs 20,000

Most Pakistani sellers still lean on cash on delivery. A store doing Rs 2,000,000 a month in COD sales has Rs 40,000 withheld as a filer and Rs 80,000 as a non-filer. That is Rs 40,000 a month, every month, for skipping a form.

These rates come from 2026-27 withholding guides based on the Finance Act 2026. Confirm the current figures with FBR or your accountant before you plan around them.

Selling on Daraz? Platform fees stack on top of tax. Our Daraz commission rate guide shows the full list of deductions.

NTN registration for online business is not enough on its own

This is where many sellers go wrong. An NTN gives you a tax identity and an IRIS login. The ATL is built from filed returns. A seller who registers and never files is still treated as a non-filer, and still pays the higher rate.

So the sequence is: register, file your income tax return every year, then check that your name appears on the ATL.

NTN registration for online business: how to register on IRIS

  1. Go to iris.fbr.gov.pk, the official FBR IRIS portal. Chrome or Edge works best.
  2. Click Registration for Unregistered Person.
  3. Enter your 13-digit CNIC without dashes, plus your CNIC expiry date, date of birth and full name exactly as printed on the card.
  4. Enter your mobile number and email. The mobile number must be registered in your own name with NADRA and must not already be used for another FBR registration. If it is not, the OTP will not arrive.
  5. Enter the OTP codes sent to your mobile and email.
  6. Set your password. FBR sends your login details by SMS and email, and your NTN is issued. For an individual, the NTN is your CNIC number.
  7. Log in and complete Form 181: personal details, bank account, address and business activity. Describe your real activity, for example “retail of clothing through an online store”.

Screens and fields change when FBR updates the portal. If something looks different, follow the on-screen instructions.

Sole proprietor, freelancer or company

Your setup Registration route
Selling from your own name on Instagram, WhatsApp, Daraz or your own site Individual registration on IRIS, CNIC is your NTN
Freelancer or content creator Individual registration. Freelance and social media income have their own withholding rules, so ask an accountant about your case
Partnership (AOP) Separate registration with its own 7-digit NTN
Private limited company Incorporate with SECP first, then register with FBR

Cost and time of NTN registration

Registration is free. You pay FBR nothing, and you do not need an agent to open the portal. An accountant is worth paying for filing your return, not for registration.

The NTN is usually issued as soon as you submit. Completing Form 181 and filing your first return take longer.

NTN, sales tax and company registration are different things

An NTN does not register you for sales tax, and it does not create a company. Sales tax registration depends on your activity and turnover. Incorporating a private limited company is a separate process with SECP. Do not assume one covers the others.

Mistakes that keep sellers on the higher rate

  • Registering and never filing a return. No return, no ATL.
  • Using a mobile number that is not NADRA-registered in your name. The OTP fails and the application stalls.
  • Entering the wrong CNIC expiry date or date of birth. FBR tightened these fields, so errors now block verification.
  • Picking an unrelated business activity. Match the form to your actual work.
  • Paying someone just to access the portal. The registration itself is free.

Frequently asked questions

Q1. Is NTN registration for online business mandatory in Pakistan?

Registration is free and quick. Whether the law requires you to register depends on your income and activity, but the practical cost of staying off the ATL in 2026 is double withholding on online platform payments.

Q2. How do I register an NTN for a sole proprietorship?

Apply as an individual on IRIS. Your CNIC becomes your NTN, so you do not need to incorporate a company.

Q3. What documents do I need for NTN registration for an online business?

Your CNIC, a NADRA-registered mobile number in your name, your email, your bank account details and a business description. Some guides also list a recent utility bill as address proof.

Q4. Is NTN registration free?

Yes. FBR charges no fee. Accountant fees for filing are separate.

Q5. How long does NTN registration take?

Most guides describe the NTN as issued right after you submit. Allow extra time for Form 181 and your first return.

Q6. Does an NTN make me an active taxpayer?

No. You become an active taxpayer by filing your income tax return and appearing on the ATL.

Q7. Does an NTN register me for sales tax?

No. Sales tax registration is a separate process.

Q8. Can freelancers get an NTN?

Yes, through individual registration. Freelance income has its own withholding rules, and filer status changes the rate, so confirm the details with an accountant.

Q9. Can I register for an NTN from my phone?

IRIS 2.0 is mobile-responsive and FBR also offers an app. A computer is easier for completing the full form and later filing your return.
